That too. Previously, it was seriously underpar, but it did have a niche - giving swords a skill that could attack multiple foes. It wasn't an option that was often taken because it was just plain bad and if you really wanted to hit multiple foes an axe would do better, but it was there. Plus, while the double-strike doesn't help much on its own, it could be combined with things that boost damage per hit to bring the damage up, or it could be used for adrenaline. (People still use Sun And Moon, after all.)
The old Hundred Blades wasn't in good shape even before the dragon/whirlwind combination appeared, but it was the final nail in the coffin.
